The Company

BCI Minerals Limited (ASX:BCI) ("BCI") is an Australian-based company that is developing a salt and potash business.

BCI is focused on rapidly advancing its 100% owned Mardie Salt & Potash Project, a potential Tier 1 project located on the West Pilbara coast in the centre of Australia's key salt production region.

Mardie aims to produce 4.4Mtpa of high-purity salt and 120ktpa of sulphate of potash fertiliser via solar evaporation of seawater. Using an inexhaustible resource and a production process driven mainly by natural solar and wind energy, Mardie is a sustainable opportunity to supply the salt and potash growth markets in Asia over many decades.

A definitive feasibility study was completed in June 2020 and construction is targeted to commence in mid-2021.

The Role

In addition to supporting the Project Director and Site Manager to monitor site aspects of the Mardie salt project, this role will also fulfill the statutory role of Registered Manager with responsibility in accordance with the Western Australia Mines Safety and Inspection (MSI) Act 1994 and the WA Mines Safety and Inspection Regulations 1995.

This is a fly in fly out position on an 8 days on 6 days off roster. 

Key Responsibilities

  • Support Health and Safety in the implementation of all processes associated with DMIRS mine site compliance from Early Works through to Production.
  • Implement emergency response plans as well as health and safety systems.
  • Ensure compliance to health and safety policy management plan and emergency management plan for the mine site.
  • Monitor site works to ensure planned controls are implemented and works are compliant with legislative requirements.
  • Ensure statutory positions are in place and coverage is available on site at all times. 
  • Lead the Emergency Management Team (EMT) and coordinate emergency response as required.
  • Ensure enforcement and compliance with License to Operate obligations and responsibilities of employees, contractors, and visitors have to this License.
  • Support the Project Director and Site Manager on oversight and monitoring of the practical construction implementation of project works at the Mardie site.
  • Ensure enforcement of and compliance with the Mardie Project rules.
  • Ensure employees, contractors and visitors comply with site policies, standards, and procedures.
  • Track and monitor project progress, and Early Works Contractor (EWC) adhering to prearranged standards.
  • In conjunction with EWC Project Manager, attend site contractor meetings, as necessary.
  • Liaise with BCI Development team, Project Managers, Construction Manager and Contract Administrator where required.
  • Monitor BCI contractors on the Mardie tenements to ensure works are completed in line with BCI Health, Safety, Environment and Community Policies; site logistics and access is managed efficiently, and contractors are supported effectively to deliver their scopes of works.
  • Manage control and responsibility for the security and operation of Company owned equipment on the job site in conjunction with site staff.
  • Coordinate training of BCI employees and ensure contractors are appropriately trained and competent prior to undertaking tasks and work on site.
  • Support quality assurance procedures.
  • Assist with site procedure implementation and management.
  • Mediate on-site conflicts where required.
  • Keep the Project Director and Site Manager informed on progress, risks, and issues on site.
  • Establish strong working relationships with project management team, DMIRS and wider project team stakeholders.
  • Monitor the management of village, site mobilisation, and access, food supply, drinking water, wastewater treatment and general waste disposal.
  • Oversee and monitor maintenance and operating procedures for all village infrastructure and mobile equipment.
  • Respond to village issues and ensure they are resolved in a timely manner.

Role Requirements

  • Appropriate qualification or extensive demonstrated operational experience in similar role.
  • Section 44 supervisory competency or equivalent.
  • 10+ years demonstrated senior operational/construction experience within the mining industry.
  • Demonstrated experience in providing leadership, mentoring, and managing project teams in construction/project environment.
  • Advanced financial skills with considerable experience in preparing and managing budgets and cash flow management.
  • Well-developed conceptual, analytical, and planning skills.
  • Well-developed negotiation and problem-solving skills.
