Position Objective

Provide technical advice, assess and inspect building works in the region and perform building certification
functions.

Key Responsibilities

The key responsibilities may be modified from time to time to ensure the expected outcomes support the
Council’s operational and corporate plans.

All duties are to be conducted in an efficient, timely, professional and safe manner. The key responsibilities

include:

• Undertake the role of a Building Certifier as prescribed under the Building Act 1975 ensuring

compliance with all relevant Acts, Codes and Regulations;

• Undertake telephone and counter enquiries, utilising Council’s customer request system and prepare

correspondence associated with Building approvals;

• Carry out necessary inspections and searches on transfer of properties;
• Undertake pool safety inspections;
• Undertake assessments and prepare reports on applications for boundary relaxations and bond

assessments;

• Prepare and deliver reports as requested.
• Other duties as directed by the supervisor.

Training

• On the job training will be provided to ensure that the position holder maintains a satisfactory

knowledge and skill base.

• The position holder will be encouraged to attend workshops and seminars relevant to the position so

as to ensure ongoing professional development.

Work Health & Safety Responsibilities

• Comply with the Work Health and Safety Act, Regulations, Codes of Practice and Council’s

Workplace Health and Safety Policies and Procedures.

• Comply with instructions given by the relevant manager and/or supervisor in respect of the health and

safety of themselves and the health and safety of other persons.

Organisational Responsibilities

• Comply with the requirements of Council policies and procedures as amended from time to time.
• Ensure complete and accurate records are captured, created and maintained.
• Deliver high quality customer service within the organisation and to the public.
• Ensure the security and appropriate intended use of Council information at all times.

Extent of Authority

• The supervisor monitors agreed work outcomes.
• This role is free to act within legislative and policy guidelines, though advice on complex or unusual

matters is available from the supervisor.

Selection Criteria

Qualifications/ Licences - Mandatory

• Possession of a current open “C” class licence (Car).
• Possession of an Occupational Health and Safety Construction Induction Card (“White Card”) or the

ability to obtain prior to commencement.

• Relevant qualifications and licence in Building Certification in Queensland - Associate degree in Building

Surveying and current Queensland Building Construction Commission (QBCC) Level 3 license or a
Bachelor of Building Surveying with a QBCC Level 1 or 2 license accompanied by substantial years of
relevant experience.

• Accreditation as a Building Certifier.
• Swimming Pool Safety Inspector Licence

Key Selection Criteria - Essential

1. Experience in Building assessment and inspection.

2. Comprehensive knowledge of Queensland building standards and codes, and practices and experience
in applying legislation, policies or procedures.

3. Highly developed communication skills with the ability to negotiate, persuade and resolve conflict.

4. Highly developed written communication skills with demonstrated ability to compile complex reports.

5. Ability to manage time effectively to achieve outcomes within required timeframes and to work
autonomously and as part of a team.

6. Proficient keyboard skills and experience using Microsoft Office Suite and operating corporate business
systems.

7. Thorough knowledge of the workplace health and safety considerations relevant to the area and proven
ability to limit risks in this type of environment.

Key Selection Criteria - Desirable

1. Experience and interest in local government operations.
