About us 

COVID-19 Quarantine Victoria (CQV) is responsible for managing COVID-19 accommodation programs as part of Victoria's public health response to coronavirus. 

CQV is running three programs that support people to quarantine and self-isolate to help slow the spread of coronavirus in the community:

  • Mandatory quarantine for returned overseas travellers 

  • Emergency accommodation for community residents 

  • Frontline worker accommodation 

The Victorian Chief Health Officer has mandated that all returning overseas travellers arriving in Victoria must go into mandatory quarantine for 14 days from the day of their arrival to help slow the spread of coronavirus. 

Emergency accommodation is available to people in Victoria who need support to quarantine or self-isolate safely because they have been diagnosed with coronavirus or are a close contact of a person with coronavirus. 

Frontline worker accommodation is available for workers leading the public health and safety response to coronavirus who need support to quarantine or self-isolate safely. 

Infection control and prevention is the primary objective of the mandatory quarantine and emergency accommodation programs. 

About the role 

As a Site Manager, you will lead the day-to-day operations of a quarantine accommodation facility, providing leadership and support to the accommodation assistant managers, team leaders and their staff in the coordination and delivery of operational activities. This includes: 

  • supporting a safe environment for returned travellers and community members who are entering a compulsory or voluntary period of quarantine at the accommodation facility, ensuring that all required departmental standards for quarantine are met 

  • identifying and resolving complex operational, planning and workforce issues, providing advice to the general manager as necessary 

  • responding to critical incidents and managing risks to control the spread and infection of COVID-19 

  • implementing quality assurance systems for the regular review of procedures and plans 

  • implementing an effective learning and training strategy in consultation with the Learning and Development Team, and managing all physical, technical, and human resources requirements for the accommodation facility 

  • overseeing quality assurance and continuous improvement of the accommodation facility's practices, procedures and compliance

  • building and maintaining strong working relationships with staff, authorised officers, medical staff, and other government departmental staff at the accommodation facility. 

You will ensure a safe environment for returning travellers and other individuals undertaking mandatory or voluntary quarantine, and the multidisciplinary staff working within the accommodation facility. 

You and your staff will be required to comply with infection control procedures, including wearing Personal Protective Equipment (PPE). 

The mandatory quarantine and emergency accommodation programs operate 24/7. Site Manager coverage is required seven days a week between the hours of 7am and 12am. As a Site Manager, you will work rostered shifts across a 76-hour fortnight, with weekend work and additional overtime as required.

These roles are for a fixed-term until 30 November 2021. You will be assigned to a Melbourne CBD or airport accommodation facility to meet operational needs. 

About you 

As our ideal candidate, you will have: 

  • significant people management and leadership experience within a client facing or service delivery setting 

  • proven customer service, security, emergency management and/ regulatory experience within an operational environment 

  • the ability to manage a facility, including oversight of the operating model, security and local procedures within a complex, legislative environment
