About the role

To develop and coordinate implementation and operation of the fire safety audit program and assist in the administration of applicable Acts so as to achieve the best built environment, health, welfare and well-being of the whole community. This position is located in the Nowra Administration Building working 9.00am to 5.00pm Monday to Friday.

The advertised salary is based on the grade of the position, comprising of 4 steps within the range shown. The starting salary is at Step 1 within the grade. Progression through the salary steps shall be based upon the achievement of performance objectives relating to the position.


Reporting directly to the Unit Manager – Building & Compliance, the focus of this position is to:

  • Assess and determine development applications, complying development certificates, building certificate applications and Part 6 certificate applications under the relevant legislation and associated regulations.
  • Develop and implement the following functions in accordance with the Group/Section Plans:
  • Fire safety audit program for existing buildings;
  • BAL certificates and bush fire reports;
  • Assess & Determine BIC applications;
  • BCA advisory service.
  • Carry out fire safety audits of existing buildings in accordance with the program and issue orders for upgrading where required.
  • Carry out inspections of sites, buildings, water service and drainage works and other inspections as necessary within the responsibilities of the Division and deal with associated correspondence in a prompt and efficient manner.
  • Peruse inwards correspondence, investigate and reply in relation to functions administered by team. Resolve such matters as necessary and if necessary, prepare file notes, letters, orders and reports with appropriate recommendations.
  • Develop and review policies and procedures as directed by the management.
  • Provide expert technical advice on the Building Code of Australia and other relevant building legislation.
  • Inspect and issue approvals to operate amusement devices under the Construction Safety Act.
  • Carry out all necessary inspections, interviews, collect evidence, prepare statements of evidence and brief Council’s legal representatives in legal prosecutions and appeals and attend court as required.

Skills & Experience

In order to be successful in the position, you will be/ possess:

  • Appropriate tertiary qualifications in Building Surveying or Health & Building Surveying or related field with extensive experience in local government in the operation and management of the building control process
  • High level of expertise in the implementation of the Building Code of Australia and experience in the inspection and assessment of all Classes of proposed and existing buildings for compliance with the Code.
  • Experience in carrying out fire safety audit inspections and issuing fire safety orders for the upgrading of existing buildings.
  • Experience in the assessment of development applications and construction certificates.
  • Detailed knowledge of the requirements of Section 79C of the Environmental Planning and Assessment Act.
  • Current Class C Driver’s Licence
