About the team

The Regional Rail Fleet Project is part of TfNSW’s Infrastructure & Place Division. It involves the replacement of the regional passenger fleet including 60 XPT and more than 50 XLORER and Endeavour passenger cars, and building a new maintenance facility planned for Dubbo. The opportunity

We have an opportunity for a Construction Manager (fixed term role 2 years) to be part of our Regional Rail Project (RRP) team within Transport for NSW that is responsible for the successful delivery of the new Maintenance Facility being built at Dubbo.

You will act as TfNSW’s day-to-day site representative at Dubbo and ensure site activities delivered by the consortia’s parties are conducted in a safe and efficient manner with minimum impact on the environment and operational railway whilst ensuring that work is delivered in accordance with Contractual obligations.

The Construction Manager will be expected to build effective working relationships with Momentum Trains and its consortia partners, particularly the Depot Subcontractor who is responsible for designing and building the maintenance facility, to ensure TfNSW Rail Infrastructure Manager (RIM) obligations are being fulfilled.

In this role, you will be responsible for:

Monitoring site progress and ensuring compliance to Momentum Trains Management Plans (eg. Construction Management Plan) and Construction Program. This includes ensuring Facility construction deliverables are delivered to the required quality and safety requirements (eg. accident/incident reporting and investigations)
Managing internal and external interfaces and building effective relationships with Momentum Trains and its consortia partners for the delivery of the facility.
Working with TfNSW’s Safety, Environment and Regulation team on any matters that may affect Rail Infrastructure Manager (RIM) accreditation during construction
Interfacing with other Rail Infrastructure Managers (RIM)s in the area particularly relating to access, possessions, commissioning of works and handover.
Being the focal point on behalf of TfNSW for all site interface matters and managing TfNSW RIM site obligations for the construction of the facility through Momentum Trains.
Ensuring that TfNSW is kept informed of site progress and performance on site.
Assisting in audits and carrying out safety inspections with Momentum Trains and its consortia partners. This includes ensuring any corrective works and defect removal is carried out in a timely manner.
Encouraging an awareness and importance of a good safety culture by being part of site safety initiatives.

We are looking for a Construction Manager who is self motivated and can take the lead in overseeing site activities of the Dubbo Maintenance Facility throughout the construction phase. The ability to work collaboratively with Momentum Trains and its consortia partners on behalf of TfNSW, whilst managing competing deadlines and priorities to influence and achieve positive project outcomes is a must, preferably within a complex rail environment or similar.

Essential Requirements

Tertiary Qualification in Construction, Project, Engineering, or other relevant discipline with 7 years’ experience in delivering projects within a rail environment or similar.
