About the Community Safety Building Authority

The Community Safety Building Authority (CSBA) within the Department of Justice and Community Safety (DJCS) has been established to design, procure, build and upgrade the infrastructure needed to keep communities safe.

The CSBA provides end-to-end project development, management and delivery of Victoria's new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety features such as pedestrian walkway bollards and CCTV networks. As well as delivering new infrastructure CSBA modernises, expands, and upgrades existing facilities.

The CSBA has a highly skilled workforce of experienced professionals from across the public and private sectors that support the development, procurement, and delivery oversight of major capital projects. The CSBA team includes specialists in community safety infrastructure, procurement, project management, engineering, cost management, commercial management, planning and design.

The CSBA has three business units - the Office of the Chief Executive Officer (CEO), Major Projects and Program Delivery. The Office of the CEO incorporates Commercial & Legal, Safety, Reporting & Administration, and Governance & Assurance functions. The Major Projects unit is responsible for the delivery of major, high-value and/or high-risk infrastructure projects across the Justice and Community Safety Sector. It is predominantly responsible for new build projects across the Corrections & Justice Services and Youth Justice portfolios. The Program Delivery unit is responsible for the development and delivery of a range of new build, expansion and upgrade projects for groups across DJCS including Corrections & Justice Services, Youth Justice and Justice Health, as well as external entities such as Court Services Victoria. Project Development and Advice sits within the Program Delivery unit and develops new capital projects and provides advice across the whole of the CSBA.

The Manager Procurement (Public Construction) will be responsible for leading a team of public construction procurement professionals in providing public construction procurement advice and support across the CSBA project and program portfolio.

Extensive experience relevant to managing public construction procurement and contract management is essential, including experience across a range of infrastructure procurement and delivery models.

About the Role

The Manager Procurement (Public Construction) will be responsible for leading a team of public construction procurement professionals in providing public construction procurement advice and support across the CSBA project and program portfolio. You will also be responsible for:

  • Providing expert strategic advice and leadership on sourcing, procurement processes and contract management to all staff, including on public construction legislation and policy, probity, procurement planning, supplier evaluation, qualification, and selection.
  • Lead the improvement of end-to-end procurement compliance across CSBA, including implementing processes and reporting to support compliance with the Project Development and Construction Management Act (PDCMA), Financial Management Act (FMA), Victorian Government Purchasing Board (VGPB) and Ministerial Directions frameworks.
  • Continuously review and/or develop procurement specific material for application within CSBA, including updating procurement documents to reflect current requirements of the Victorian Public Construction Contracts framework.

About you

As our ideal candidate, you will have:

  • A relevant Business, Contract Management or Procurement qualification is highly desirable
  • Extensive experience relevant to managing public construction procurement and contract management is essential, including experience across a range of infrastructure procurement and delivery models.
  • Strong communication skills are required to brief high level stakeholders in own area of expertise in a variety of forums and able to influence stakeholders holding competing priorities and views.
  • Strong commercial acumen, demonstrating understanding of engagement and negotiation protocols in a commercial marketplace.
