JOB DESCRIPTION
Reporting to the Manager Engineering, Assets and Environment this critical role will lead the implementation of a range of sustainable civil engineering plans and programs for the Council. This key role will include but will not be limited to, developing, and implementing sustainable transport management plans, preparing annual capital works programs, preparing maintenance and renewal programs for Marion’s transport assets and infrastructure, as well as driving innovative and sustainable infrastructure management initiatives.
You will be a reliable source for the provision of specialist technical advice on infrastructure, streetscape, transport, and traffic management matters and will liaise directly with stakeholders and other partnering bodies. You will implement and monitor budgets associated with capital works and infrastructure, identify opportunities to obtain State and Federal Grants associated with capital works, whilst regularly reporting on departmental performance. In this role, you will successfully lead a team of 10 including Survey, Design, Water and Traffic management staff, providing effective coaching, mentoring and support to develop their capabilities.
About the Person
To be considered for this leadership role you will bring an innovative and collaborative approach to your respective team and the organisation. Your extensive knowledge and advanced experience in civil engineering will ideally be underpinned by a degree and local government exposure within South Australia. You will demonstrate strong experience in managing diverse teams, where you have effectively driven accountability and high-performance, empowering your team and generating tangible outcomes. To successfully build and maintain stakeholder relationships, you will have exceptional communication skills both written and verbal with a strong understanding of IT systems.
Key Requirements:
- Knowledge of local government processes related to infrastructure construction and maintenance related roads, drainage, footpaths, streetscapes, water assets, bridges, traffic management and street lighting.
- Proven ability to provide high level strategic and operational advice to Council, Elected Members, staff, external bodies, the community and other key stakeholders.
- Ability to lead change to business operations and strategy implementation.
- High level of customer service delivery and stakeholder management skills.
- Comprehensive knowledge in management of infrastructure programs to achieve desired outcomes.
- Strong analytical, conceptual and decision-making skills.
- High level of report writing skills and ability to summarise outcomes.
- Experience in grant applications and submissions.
- Experience with traffic management (desirable).
- Qualification in Civil Engineering or similar field (desirable).
- Qualifications in Traffic Engineering or Transport Planning (desirable).
Due to the nature of the role, out of normal hours attendance may be required for Council meetings, training, or other duties.
