JOB DESCRIPTION

Responsible for the procurement & administration of assigned Main Works Contracts for the Western Sydney International Airport. Responsible for the commercial management of two main works packages (Bulk Earthworks Package & Airside Civils Package) with a combined value in excess of $1bn.

Responsibilities

  1. Providing guidance & training to commercial team assigned to the Packages
  2. Implementing & monitoring adherence to Project Specific Procedures for the Department covering entire cycle from feasibility/establishment, tendering & throughout construction period 
  3. Management of project procedures to recognise & identify (sub)contract claims as they develop & manage the resolution under the changes provisions, obtaining claims & legal expertise 
  4. Review & support preparation of bills of quantities & methods of measurement in support of Main Works Contracts for purposes of tendering, evaluation & post award administration including change management & development of alternative cost & commercial strategies. Preparation of estimates & quantity takeoffs/bills of quantities for changes/variations 
  5. Coordinate & provide assessments of Contractors financial stability & performance
  6. Provide guidance & support in pricing analysis on tender prices to determine applicability for contract award & consideration of costs to budget & carry out risk assessment & estimates for forecast outturn costs & expenditure on Airside Civils Package prior to & after award to close out & completion of packages. Preparation of Package Budget Forecasts for each Award based on estimated final cost of package for approval by WSA Board
  7. Analyse general T&Cs to highlight areas of risk such as ambiguities, conflicts or deviations from scope. Make recommendations on mitigation of risks; closely monitor & support remedial actions & recommend tradeoffs
  8. Review & monitor potential cost movements through determination of quantum & entitlement to Changes/variations & claims
  9. Preparation of commercial correspondence between Client & Main Works Contractor, provide guidance to teams to ensure consistency in commercial strategies
  10. Preparation & certification of contractors monthly progress payments to validate costs incurred in works packages are correctly accounted & captured in accordance with Contract Documents & Security of Payments Act
  11. Monitor cost forecasts, reporting & productivity of Main Works Contracts to ensure changes to forecasts & budgets are tracked
  12. Preparation of monthly reports for Main Works Contract covering incurred costs, variations, estimated forecast costs & risks
  13. Provide inputs via preparation of estimates for forecast contracts outturn costs

Job Knowledge

  • Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering desirable, Registration of Licensing preferred
  • Experience (& completion of courses) in estimating, forecasts, pricing, contract law/drafting, admin & negotiation of change orders, effective correspondence, planning & scheduling
  • Knowledge of (sub)contract admin, home office & field procedures & documents relating to a multidiscipline construction project
  • Experience in the function of managing workload distribution & execution of work
  • Working knowledge of engineering/construction industry contracting practices, applicable government & commercial regulations & practices & Bechtel policies & procedures
