The Role Within the Strategic Welfare function an APS6 Work Health and Safety Officer is accountable under broad direction to perform and achieve complex work health and safety work within an integrated workforce. They are accountable to ensure they have knowledge of and compliance with legislative frameworks, government decision-making and Defence’s mission and policy requirements.

An APS6 Work Health and Safety Officer will work independently with the opportunity for reasonable autonomy and accountability for the achievement of outcomes of their work. They will exercise both initiative and judgement in the interpretation of policy and in the application of practices and procedures. They will provide detailed work health and safety professional and policy advice in relation to complex work and contribute to strategic planning, program and project management and policy development.

An APS6 Work Health and Safety Officer may be a team coach or lead a team and be accountable to set work priorities and manage workflows. They are expected to be capable of building team capability through coaching, feedback and developing the quality of work undertaken by others within a work unit. They may exercise the associated people and financial responsibilities to achieve work unit outcomes.

An APS6 Work Health and Safety Officer will have considerable level of stakeholder engagement and may/will liaise with stakeholders in relation to complex issues. They will be required to identify, anticipate and respond to stakeholders’ needs and expectations to achieve work unit and Defence outcomes. They will be accountable to contribute towards ongoing self-improvement and professional development.

About our Team
The Maritime Systems Division has an opportunity within the Patrol Boat Systems Program Office (PBSPO) for an individual to join the team as a Work Health and Safety (WHS) Officer to undertake Governance and Assurance in Cairns. PBSPO is responsible for sustaining defence capability through the in-service support contract of the Armidale Class Patrol Boats (ACPBs) and the Cape Class Patrol Boats (CCPBs). Asset management services are delivered through an outsourced performance based In Service Support Contract.

Governance and Assurance activities will need to be undertaken whilst working in an integrated workforce that comprises of Defence business units and industry partners. The role requires an experienced Safety Advisor that has strong interpersonal, communication and relationship management skills.

The PBSPO is dedicated to the continued professional development of its staff and you can expect to enhance your skills through additional formal training. As the position is located in Cairns and considered to be a remote locality as defined in the Defence Enterprise Agreement 2017-2020, the successful candidates will have access to additional entitlements including: - Additional Leave Entitlement - District Allowance - Assisted Leave Fares Allowance.

Our Ideal Candidate
As the APS6 WHS Officer, you will work remote from your manager and provide on-site WHS Governance and Assurance oversight of the In-Service Support contractors in Cairns.
The role of Governance and Assurance will require you to monitor the In-Service Support Contractors WHS performance through a range of activities that include but not limited to:
  • Facilitate complex and significant volume of incidents and hazards reporting into Defence’s Information Management System.
  • Contribute in technical and WHS investigation and audits.
  • Participation in weekly inspections with the In Service Support Contractor Safety Adviser.
  • Delivering WHS services and programs with a strong focus on governance and assurance.
  • Assessing and evaluating activities and process for compliance with Defence policies and procedures for continuous improvement.
  • Provides the expertise and competence to develop safety management processes, and oversee contractors implementation of the Site Safety Management Plans.
  • Need to have strong operational knowledge and work experience to effectively influence and engage with the In-Service Support Contract Contractors, their subcontractors and dockyard management.
  • A robust understanding of the WHS legislation and be able to apply it to all aspects of PBSPO activities.
  • Promote a positive safety culture and have exceptional communication and presentation skills, and confidence when talking in front of crowds.
