Job Description

Coleman Rail has a long standing reputation as the leading rail and infrastructure contractor in Australia, providing construction services for major rail and transport infrastructure projects Australia-wide, in 2017 Coleman Rail become part of the ACCIONA group of companies with a presence in more than 40 countries.

Reporting to the Manager, Engineering you will manage the cost plan design assessment at every design stage through to construction on the project.

The role requires strong quantification and costing skills across many disciplines. Identification of risks and opportunity is a key outcome of the cost planning procedure and requires skill in communicating this to the wider design, engineering and construction teams.

Working on The Southern Program Alliance (SPA) would be instrumental in developing your career further, it is one of five alliances responsible for removing 75 of Melbourne’s most dangerous and congested level crossings by 2025 as part of Victoria’s Big Build transport infrastructure program.


Managing the process and procedure of cost planning, using the master cost planning documents

Quantity take-off at every design stage to compare with quantities from the tender submission

Analyze Project Budgets and rates and identify risks and opportunities

Early identification of risk and opportunities during the development of the project design

Preparation of Scope Variations and Adjustment Events in line with the Alliance procedures

Creation and presentation of accurate data for analysis

Reduction in construction costs due to informed design decisions

Sharing information to inform future estimates

Accurately prepare and agree Scope Variations and Adjustment Events

Meet Design Review outputs as set out by the Cost Planning Lead and/or Operations Manager

Required Skills and Competencies

Minimum of 7 years experience in a similar role within the construction engineering industry, in disciplines such as rail and associated civil infrastructure

Proven quantity surveying or estimating experience working within a large project environment and/or an appropriately large organisation

Quantity Surveying Degree (or similar), preferably MRICS

Involvement in application development and innovation for project delivery excellence

Construction Induction Training (CIT/’White Card’, formerly a ‘Red Card’), obtained via face-to-face training, not online
