About The Team

The Infrastructure and Place (IP) division is in the process of delivering an ambitious and once-in-a generation multi-billion program of public infrastructure works which will ease congestion, improve safety, create new places and connect communities for generations to come. We are dedicated and passionate team that is proud of the work we do and the supportive and flexible team culture we have built. Our work can entail project management and assurance, commercial management, engineering and technical advisory and precinct renewal and place making.

Our project performance team work across the entire transport portfolio to p rovide the expertise, frameworks, methodologies, systems, reporting and assurance to enable the delivery of quality infrastructure projects on time and within budget. A significant proportion of this work relates to the development and review of project estimates and the ongoing implementation of best practise and continuous improvement.

The opportunity

Right now, we have three separate opportunities for Senior Manager - Estimating to join us in our team with opportunities based ideally in Sydney for projects across the State. The teams role is to provide direction in the preparation and assurance of estimates that are robust, rigorous, fit-for-purpose and compliant with TfNSW requirements, reflecting the scope of work to be delivered in terms of cost, time and overall risk profile parameters. The role acts as the discipline lead for Estimation, developing and reviewing enterprise-wide standards and procedures related to estimation.

The team are working on a number of projects, many of state significance including Fast Rail, Western Harbour Tunnel and More Trains, More Services.

These roles will be responsible for one of either:

  • Development of insights – Managing estimating standards, data collection and analysis, developing systems and knowledge improvements. This role focuses on very specifically on the sharing of best practise and lessons learnt.
  • Estimate management ( 2 roles: Sydney, Rail) – High level review of TfNSW estimates ensuring practical, realistic, relevant build-up of costs, allowing for risk and full project lifecycle requirements and owning outcomes.

Key tasks within the roles will include:
  • Lead and manage a team of professionals in the provision of high level estimation / planning on projects in development on an ad hoc and confidential basis, working with Project Managers to obtain current actual project data and capturing, collating, validating and recording cost at an elemental level to inform the estimating process.
  • Challenge thinking to assure a robust and accurate estimation process which is aligned to business strategies and expected outcomes, ensuring cost estimates compliant with requirements and escalating issues to appropriate level / area of management for resolution.
  • Guide the team in review and validation of data provided by third party consultants, ensuring alignment to industry benchmarks, responding to and challenging data presented by third party contractors to assure its accuracy and rigor, ensuring the application of logic and a ‘constructability’ lens.
  • Develop strong relationships across TfNSW, broad government and industry, sharing knowledge and ensuring maintenance of a robust database and complaint practices ensuring audit and third party certification standards and guidelines are adhered to and met at all times.

About You

You are a tertiary qualified professional with a background in in a technical discipline relating to engineering, estimating, project controls, or a project delivery leader looking for an opportunity to broaden your knowledge of the infrastructure tender and delivery process and assist in delivering State changing projects.

You have extensive transport (Road/Rail/Tunnel) project development and delivery experience with proven experience in the development and implementation of infrastructure projects estimates including monitoring, evaluating, managing, and reporting on all stages complex projects.
