Full Job Description
VCAT, the Victorian Civil and Administrative Tribunal, provides fair, efficient and affordable justice for the Victorian community.
VCAT is the busiest tribunal of its kind in Australia. Perhaps more than any other jurisdiction in Victoria, we touch the everyday lives of Victorians - for example by resolving renting, consumer and planning disputes, and appointing guardians for some of the most vulnerable people in our community. These decisions help people to get on with their lives and business.
VCAT is undergoing an ambitious Service Transformation to meet the community's needs for contemporary, digitally enabled dispute resolution.
We are putting the community at the centre of our service design, enhancing our digital platforms for greater self-service and convenience. This involves streamlining our processes end-to-end, replacing predominantly paper-based systems with greater automation and gradually transitioning to a single case management system.
At the same time, we are expanding our footprint outside Melbourne's CBD into metropolitan regions with new modern venues to increase access to justice for local communities.
We are looking for a dynamic Manager, Legal Services, to join the team and be part of creating a modern, accessible justice service for the future.

You will be required to:
  • Provide leadership and high-level expertise as a member of the senior leadership team and effectively manage a small team
  • Maintain an understanding of related legislation and policy impacting VCAT
  • Develop policies that enhance service delivery, budget effectiveness, efficiency and improved consumer outcomes
  • Design and develop the delivery of objectives that impact significant localised service delivery and meet VCAT's strategic objectives and community expectations.
  • Contribute advanced expertise and knowledge to benefit strategic planning and organisation/sector-wide outcomes.
  • Manage a range of projects with strategic importance and drive business improvement strategies
To be successful, you will need;

  • To be admitted to practise as an Australian lawyer, and either a current holder of, or eligible to hold, a Victorian legal practising certificate
  • Demonstrated record of achievement in delivery of complex and diverse projects
  • Comprehensive understanding of Victoria's courts system and/or equivalent environment
  • Demonstrated ability to provide expert analysis, advice and recommendations in a politically sensitive environment
