Position Summary

Responsible for the procurement and administration of assigned Main Works Contracts for the new Western Sydney International Airport (Project Value $5.3bn). Within the Project, the Commercial Manager will be responsible for the commercial management of two main works packages (Bulk Earthworks Package and Airside Civils Packages) with a combined value in excess of $1.0bn.

Establishment and setting of procurement strategies and providing guidance and training to department, for the delivery of key infrastructure project for the Australian Government.

Provide guidance and prepare necessary tender documentation including undertaking of estimation of costs associated with Tenders, Variations and Claims, negotiation and forecasting of costs associated with the packages through trending program in liaison with Project Controls, Construction, Engineering and Project Management.

A. Supervision Received

Reports directly to the responsible Package Manager / Project Manager for each Package and functionally to Senior Commercial Manager.

B. Supervision Exercised

Provides guidance and training to assigned team members consisting of Contract Administrator(s), Transaction Manager, Quantity Surveyors, Cost Engineers, Planners and Estimators as required.

All levels within Client Organisation across all departments (as required to perform the role)

  1. Providing guidance and training to commercial team assigned to the Packages (consisting of Quantity Surveyors and Contract Administrators).
  2. Implementing and monitoring adherence to Project Specific Procedures for the Department covering the entire cycle from feasibility / establishment, tendering and throughout construction period (including: change management, payments, close out, warranty and defect periods etc) and rolling out of training as required within the Team assigned to the Bulk Earthworks and Airside Civil Packages.
  3. Responsible management of project procedures to recognise and identify (sub)contract claims as they develop and manage the timely resolution under the changes provisions wherever possible, obtaining claims and legal expertise as appropriate.
  4. Review and support preparation of bills of quantities and methods of measurement in support of the Main Works Contracts for purposes of tendering, evaluation and post award administration including change management and development of alternative cost and commercial strategies to provide increased certainty on forecast costs. Preparation of estimates and quantity take-off’s / bills of quantities for changes/variations under the respective packages.
  5. Coordinate and provide assessments of Contractors financial stability and performance relative to the Bulk Earthworks and Airside Civils Packages
  6. Provide guidance and support in the pricing analysis on tender prices to determine applicability for the contract award and consideration of costs to budget and carry out risk assessment and estimates for forecast outturn costs and expenditure on Airside Civils Package prior to award and after award to close out and completion of the packages. Preparation of Package Budget Forecasts for each Award based on the estimated final cost of the package for approval by WSA Board.
  7. Analyse the general terms and conditions to highlight areas of risk such as ambiguities, conflicts or deviations from the scope of work. As work proceeds, make recommendations to the Package Manager and Senior Commercial Manager on the mitigation of these risks; closely monitor and support remedial actions and recommend appropriate tradeoffs
  8. Review and monitor potential cost movements through determination of quantum and entitlement to Changes / variations and claims in relation to the assigned packages.
  9. Preparation of commercial correspondence between Client and Main Works Contractor relative to the Main Works Contract(s), provide guidance to assigned teams to ensure consistency in commercial strategies across the assigned packages.
  10. Preparation and certification of contractors monthly progress payments to validate that the costs incurred in the works packages are correctly accounted and captured in accordance with the Contract Documents and Security of Payments Act.
  11. Monitor monthly cost forecasts, reporting and productivity of Main Works Contracts to ensure potential changes to forecasts and assigned Package Budgets are tracked.
  12. Preparation of monthly performance reports for the Main Works Contract covering incurred costs, variations, estimated forecast costs and risks
  13. Provide inputs via preparation of estimates for forecast contracts outturn costs of assigned Main Works Contract.

Qualifications & Skills

  • Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering desirable, Registration of Licensing Preferred.
  • Experience (and completion of courses as applicable) in estimating, forecasts, pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling
  • Thorough knowledge of (sub)contract administration, home office and field procedures and documents relating to a multi-discipline construction project
  • Direct experience in the function of managing workload distribution and execution of the work as well as personnel interviews, selection, performance evaluation, career counseling for team members.
  • Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures and work practices.
