Graduate Engineer / Junior Cost Controls Specialist - Oil & Gas

Global Oil & Gas Enginering company require a Junior Cost Controls Specialist or a Graduate Engineer with a Degree in Finance to work across their portfolio of major subsea oil gas projects in their Perth CBD office.

Key Responsibilities/Accountabilities:

  • General:
    • All aspects of cost control, forecasting, risk & opportunity management and change management activities for the Project.
    • Development of Project Controls procedures & tools and organizing key performance data that can be used for Future projects.
    • Preparation of weekly, monthly reports for Client and for internal management and corporate reviews.
    • Ensure strict compliance to company ethics guidelines.
  • Cost Control:
    • Maintain budgets and the chart of accounts up-to-date; distribute and explain chart of accounts to the budget managers.
    • Ensure that the budgets are controlled before the cost commitments are made and the commitments are tracked once they are made.
    • Participate in procurement and subcontract evaluations to ensure cost, cash-flow, warranties/guarantees and schedule requirements are adequately addressed.
    • Assist the management in making "make or buy" and "subcontract or do it yourself" decisions.
    • Ensure that the costs are being continuously collected in such a manner that feedback to estimating is possible at any given point of time.
  • Forecasting:
    • Co-ordinate monthly budget reviews with various functional leads and package managers, assist in performing Cost Sensitivity analysis and forecast updates.
    • Always be "forecast conscious"; ask the question "how does this event affect the forecast?"
    • Use "earned value" concept in forecasting; use commitments made and the "earned value" to accurately forecast commitments to go.
    • Assist in preparation of Risk and Opportunity register.
    • Assist in preparation of monthly milestone billings.
    • Assist in ensuring costs and schedule are in synch.
  • Change Management:
    • Assist in evaluation of cost impact for internal and external variations to the Project.


  • Bachelor of Engineering or equivalent
  • 1-2 years relevant experience in Oil & Gas Industry
  • Strong financial acumen
  • Thorough with using MS Excel
  • Good interpersonal and communication skills.
