The Cross River Rail project constitutes the most significant change to the South East Queensland network in decades and will change the way in which the entire railway is operated and maintained by QR. The European Train Control System (ETCS) program will deliver the new ETCS signalling system including fitment of QR rollingstock with ETCS equipment, installation of new trackside infrastructure and installation of new signalling and telecommunication systems. Additionally, the ETCS program will include an extensive integration scope with the ETCS TMS involving modifications to QR's ICT and Operational Systems; modification of existing and development of new interfaces; and integrated commissioning of the overall system.

The Opportunity

An exciting opportunity exists to integrate an ETCS Train Management System (TMS) with an existing Train Management System in a brownfield network control centre. This will include the introduction of an Electronic Train Graph (ETG) and its integration into an existing timetabling system, automatic route setting, train regulation and possession management. This technical role will involve extensive engagement of technical and operational teams from the client and supplier sides to ensure successful staged introduction of the technology. It will involve the full life cycle from design development, testing, integration and rollout.

Who We Are Looking For

As a member of Queensland Rail's Major Projects Integration, ETCS project team, you will ensure effective engineering capability and efficient delivery processes through the life cycle of the ETCS Project (Design, Implementation, Testing and Commissioning). This role will support the successful delivery of the ETCS project, integrating with the broader operational and maintenance activities of Queensland Rail's Network business.

The successful candidate will have been previously involved in the introduction of an integrated Train Management System in brownfield railways and dealt with the complexities of engaging with a wide range of stakeholders to ensure a successful rollout.

Your responsibilities will include:

  • Leading the provision of expert Operational Systems engineering services, advice, and recommendations to complete projects against specified KRAs, considering scope, quality and safety considerations and allocated budgets and timeframe to deliver valuable commercial outcome
  • Maximise commercial outcomes for Queensland Rail by coaching and supporting teams to effectively manage stakeholder relations and to communicate with positive impact
  • Lead and coach individuals and teams in delivering commercial advantage and outcomes through business improvements, technology development and innovation
  • Ensure each project team demonstrates professional integrity and good business approach to Operational Systems engineering products delivered to meet operational requirements and deliver valuable commercial outcomes
  • Provide guidance, as a professional engineer, for Operational Systems engineering works and monitor and manage compliance of the team with the requirements of professional practice and the Quality Management System to provide consistent output of Operational Systems engineering services, ensure compliance with safety, operational and environmental legislation, regulations and practices
  • Establish and maintain relationships with internal and external stakeholders to facilitate effective Operational Systems strategies and governance procedures and where applicable, build capability
  • Actively promote and contribute to the achievement of project objectives and targets including providing a high level of customer service to internal and external customers; and work as the Unity Alliance through cooperation and teamwork
  • Collaborate with key stakeholders within the CRR/European Train Control System (ETCS) Operational Readiness group in order to obtain advice and guidance relating to Operational Systems initiatives and activities to provide the best possible advice and support to the RIS Alliance

The Successful Candidate Will Have

  • A recognised bachelor's degree in Systems, Engineering, Software or a related discipline with eligibility for RPEQ attainment
  • High level of skill in Design, Implementation, Testing and Commissioning of Operational Systems infrastructure.
  • High level of skill in leading and developing a team of professional engineers and technical officers
  • Exposure to the delivery of business focused technical operational systems engineering solutions that deliver commercial value in at least one area of Operational Systems discipline
  • The ability to coach and lead multi-disciplinary project teams to deliver sustainable commercial outcomes within a complex regulatory environment
  • Experience in delivering commercial advantage and outcomes through business improvements, technology development and innovation and meeting statutory, regulatory and policy obligations, particularly in relation to the safety, environment, contractual processes and human resource requirements in a commercially focused business
